British Parking Association and City and Guilds Access Level Assured Certificate in Parking Enforcement is a 4 day course and has, at present replaced the Level 2 Award for Parking Enforcement officers with 1 Stop HSE Training Limited being an assured partner.

As an alternative.


1 Stop HSE Training Parking Enforcement Officer bespoke training courses can be delivered and certified as normal over 3 days where we will continue to assess competency, conduct multiple choice examinations and offer certification. 

Level 2 Award for Parking Enforcement Officers is no longer available.

Our Managing Director was part of the original British Parking Association and City and Guilds steering group who created the first ever Civil Parking Enforcement Officer training course in the UK. He is available to travel to any location to deliver your training.

City and Guilds Access Level Assured Certificate in Parking Enforcement Officer training course

This course has been designed to take Civil Enforcement Officer training to the highest level of realism. It will help officers understand how to deal with motorists or members of the public who may be angry by their presence or to the issue of a Penalty Charge Notice to their vehicle, in the most professional manner by using all options available to them.

It will build confidence, understand human behaviour and how to remain safe in escalating conflict situations.

ALOP1: 3 days training
Roles and responsibilities of civil enforcement officers
operating under traffic management legislation
(England, Wales and Northern Ireland).

This section covers a selection of the most frequently used on-street and off-street national contravention codes.

By the end of this programme you should have enough knowledge to be

able to:


1. Understand the main requirements of parking legislation.

2. Understand how to apply parking and traffic contravention codes.

3. Understand parking exemptions and their application.

4. Understand how to record the necessary information for vehicle identification.

5. Understand the procedure for issuing Regulation 9 and Regulation 10 Penalty Charge 

   Notices and supporting evidence requirements.

6. Understanding the impact data protection legislation has in relation to the viewing

   and releasing of images captured by an approved device.

7. Understand what happens after a Regulation 9 and Regulation 10 Penalty Charge

   Notice is served and the stages of the appeals process.

8. Understand working practices in the parking profession when on foot patrol, in a

   vehicle and reviewing footage.



ALM1: 1 day training

Managing conflict in the enforcement of parking control and management).

Outcome 1: Understand the potential for and implications of violence in the parking environment

Outcome 2: Understand the types

of behaviour that indicate an escalation towards high-risk violence and take measures to de-escalate the situation.  

Outcome 3: Understand the post incident reporting procedures and support available.

This Conflict Management programme is scenario based and completes our civil parking enforcement officer training course and will help to demonstrate learning from Unit 1 and practice what they would do during a real life incident.

For a Civil Parking Enforcement Officer to achieve the Access Level Assured Certificate, each Civil Enforcement Officer needs to pass multiple choice examinations for both Unit 1 and Unit 2 and will leave this course will a full understanding of their roles and responsibilities under section 6 of the Traffic Management Act 2004 and the Level 2 Award for Civil Parking Enforcement qualification.

We advise conflict management refresher training after 12 months for all new officers. Then every 2 years with a combination of conflict management and customer care when a certificate of attendance for a combined course will be issued.
