Certificate for Civil Parking Enforcement Officers
Our distance learning course has been created to allow individual learners to gain this certificate in their own time, from anywhere, delivered via Microsoft Teams.
Our remote training courses are for small numbers of staff who cannot travel to attend a classroom based course but covers all of the same teaching methods.
Ideal for individuals with limited time, who live in remote areas, or in areas where we are unable to deliver face-to-face training in England, Wales or Northern Ireland.
When can I start my remote learning?
You can start as soon as you complete and submit your application your first units of learning will be emailed to you.

​What is different about this course?
This course has been created to allow individual learners who have limited time or live in hard to reach or areas where we do not have sufficient learners to conduct a face-to-face course in England, Wales and Northern Ireland.

​What are the entry requirements?
Although there are no specific qualifications required to complete this course you must have a basic understanding of the English language when reading, writing and above all demonstrate positive verbal and non verbal communication skills.
​
You should also have a suitable device (e.g. tablet, laptop or computer) with a large enough screen to view the course content comfortably, and a good internet connection to attend the training via Microsoft Teams.

​How long does it take to complete this course?
This course can be completed within 1 week, or as long as you need to study.

​How do I learn?
As soon as you enrol, you will be sent the Civil Parking Enforcement Officers Units of learning. These are made up of PowerPoint presentations with a questionnaire relating to each unit. We also have a range of handouts. Your tutor can guide you through the course and answer any questions you may have throughout your learning experience.

​How am I assessed?
You are assessed through tutor-assessed multiple-choice questionnaires. At the end of each unit you will submit your answered questionnaires. There are 7-8 sections of learning for Unit 1, and 3 sections of learning for Unit 2.
Upon completion of each unit you will have a Teams meeting with your tutor to complete your 2 multiple choice assessments. Upon successful completion you will be presented with your Certificate for Civil Parking Enforcement Officers and a full Civil Parking Enforcement Officers handbook.

​What are my future prospects?
Civil Parking Enforcement Officers are in short supply throughout England, Wales and Northern Ireland. This certificate is the minimum standard of training required under the guidance and recommendations of the Department for Transport guidance as detailed within the Traffic Management Act 2004.

Course description
This distance learning course has been designed to take Civil Enforcement Officer training to the highest level of realism.
It will teach officers how to "Act" in a professional manner at all times whilst patrolling the streets or within car parks.

It will help officers understand how to deal with motorists or members of the public who may be angered by their presence or by the issue of a Penalty Charge Notice to their vehicle, in the most professional manner by considering and using all options available to them.
​
​It will build confidence, help them to overcome their own emotions, understand human behaviour and how to remain safe in escalating conflict situations.
​
It will help officers understand how to deal with motorists or members of the public who may be angered by their presence or the issuance of a Penalty Charge Notice to their vehicle, in the most professional manner by using all options available to them.

Course content
Unit 1: Roles and Responsibilities of a Civil Parking Enforcement Officer

By the end of this programme you should have enough knowledge to be able to:

Understand the history of previous and current parking legislation.

Understand how and when to identify parking and moving traffic contravention codes.

Understand what parking exemptions are, how they are used and how and when they are applied.

Understand how and why recording information for identifying vehicles is important evidence.

Understand the difference between a Regulation 9 and Regulation 10 PCN and clear evidence required to support any alleged contraventions.

Understand what happens after a PCN is served and all stages of the appeals and adjudication process.

Understand your procedural and safe working practices within a parking enforcement environment, either on a foot patrol or in a vehicle.

​​Unit 2: Conflict Management

This Conflict Management programme is scenario based and completes our civil parking enforcement officer training course and will help to demonstrate learning from Unit 1 and practice what they would do during a real life incident.

By the end of this programme you should have enough knowledge to be able to:​

Understand how to manage aggressive types of abuse, threats or assaults within a parking enforcement environment.

Identify types of behavioural situations that could escalate to high-risk conflict and be pro-active in your approach to de-escalate to remove the threat and risk of assault.

Recognise post incident procedures created to help you report incidents and understand why support should be made available.

​​​For a Civil Parking Enforcement Officer to achieve the 1 Stop HSE Training Certificate, each officer needs to pass multiple choice assessments for both Unit 1 and Unit 2 and will leave this course will a full understanding of their roles and responsibilities under section 6 of the Traffic Management Act 2004 and the Level 2 Award for Civil Parking Enforcement qualification.

We advise conflict management refresher training after 12 months for all new officers. Then every 2 years with a combination of conflict management and customer care when a certificate of attendance for a combined course will be issued.
